Impressionsof the 3rdWorld Intelligence Congress

TianjinMeijiang Conference & Exhibition Center,

TIANJIN, CHINA, May 16-19, 2019.

Opening Ceremony

The Opening Ceremony ofthe Congress, held in the magnificent and beautifully decorated Hall N7 of theimpressive and extensive Tianjin Meijiang Conference & Exhibition Center.Thiswas a glittering occasion, with a pre-opening warm-up comprising impressiveautomated songs and dances by five robots.

Welcoming speeches weremade by Mr LI Hongzhong, Secretary CPC Tianjin Municipal Committee and Mr ZHANGGuoqing, Mayor of Tianjin Municipality. Mr LI read out a congratulatory letterfrom President XI Jinping “welcoming international entrepreneurs, industryleaders and Turing Award winners to the Congress. He noted that AI is having afar reaching impact on economic development social progress and globalgovernance.” The President stated that “China attaches great importance toinnovative development, and sees AI as the driving force for scientific andtechnological development, industrial optimisation and increasing productivityand development. He expressed the hope that Congress participants will promoteexchanges, enhance consensus and setup cooperation”.

In his speech, Mr LIstated that Tianjin would embrace the new era of intelligence, seek to create anew intelligence–based economy, speed-up the building of an ‘IntelligentTianjin’ and promote cooperation with other countries- setting the scene forwhat was to follow in the Congress.

These speeches wereaugmented by brief addresses given by keynote dignitaries and internationalauthorities from across the world, representing business, government andacademia.

Congress Themes

The focus of the Congresswas “Intelligence New Era, Progress, Planning and Opportunity”, and it was aclear manifestation of the triple helix nexus of government, industry andacademia for innovative development of concepts, technologies, systems andproducts.

Following the Plenary Openingsession, the Congress opened up into several parallel sessions, called Forums.Major themes of the Forums included:

Beijing- Tianjin- Hebei coordinated Development- covering aspects ofbuilding Learning Cities and Smart Cities Development, Intelligent Healthcareand Innovative Development of Intelligent Energy.

Intelligent Manufacturing and Industrial Development- addressing IndustrialInternet development, Cloud based Intelligent Manufacturing, Innovation ofRobots, and more.

Data Intelligence and Application- here the emphasis was on Big Data,its uses and applications including Data-driven Innovation; Data Lake Ecologyand Data Intelligence.

Smart Life and Public Welfare– the focus was on IntelligentTransportation, Smart Television, Smart Healthcare, Vehicle-Road coordinationusing 5G; Intelligent Urban development.

Intelligence Empowered Economy– topics covered were- Integrationof Industry and Intelligent Technology, transformation of Intelligent Industry,Intelligent development of Private Industry.

AI and S&T Innovation-Aspects of Governance, Rule of Law,AI and Security; China –EU forum on Urban Scientific Research and Innovation,were discussed.

Pre-Opening Day

The Pre-opening Day of May15 was devoted to two key Competitions:(i) World Intelligent Underwater RobotsChallenge held at the Bolong Lakeview Resort, with participants from severalleading institutions from China, Japan Singapore and the US; and (ii) WorldIntelligent Driving Challenge at the CATARC Central Plaza, Dongli District.

Two additionalCompetitions were held during the Congress on: China Industrial APP Innovationand Application Competition focussing on innovative application of softwarebased industrial technology as applied to manufacturing technology; and theChina Huala Cup –Data Lake Innovation and Application Competition aimed atpromoting big data related disciplines, developing talent and supportingindustrial applications. An International RoboCup Asia-Pacific TianjinInternational Tournament was held in parallel at the Tianjin Airport SportsCenter from 16-19 May 2019.

The results of thecompetitions were announced at the Closing Ceremony.

My presentation

I made a presentation on‘Artificial Intelligence solutions for universities and local government’ developedin partnership withwww.ics.ai. The presentation was includedin the Summit Forum on ‘Big Data Ecosystem of Sharing Openness, Fusion andInnovation’, which covered current trends on the value chain of Big Data andApplications discussed by speakers from industry academia and government. I wasvery pleased to note that at the end of the sessions, two prizes were given onthe best papers;one to my colleague Dr Zhong ZHANG from the Tianjin NormalUniversity for his work on the use of AI for person identification in crowdedscenes.

Smart City of the Sino-Singapore Eco-city

There was emphasis onSmart cities throughout the Congress, and included coverage of a majordevelopment of the “Smart City of the Sino-Singapore Eco-City”, whichrepresents an intergovernmental project between China and Singapore. This is basedon the integrated construction of an ecological city on the one hand and asmart city on the other. Construction is taking place both in Tianjin andSingapore, which promotes innovative development, openness, ecological living,democracy and the rule of law. Smart applicationscover five aspects includingmedical services, food, housing, intelligent transportation and entertainment. Severalother smart projects underway at the Eco-city to improve the quality of life,infrastructure development and the quality of the environment. I was invited tovisit the Eco-City in Tianjin to see the developments. Will do so, perhaps atanother occasion.

The Exhibition

The Exhibition associatedwith the Congressimplemented the theme ‘An Intelligent Future, An IntelligentWorld’; andwas held in four major halls of the Center, covering some 58, 000sq. meters, offering intelligent technology exemplars, new productdemonstrations, displays of new brands; and comprised exhibits from 27 researchinstitutes, some 250 companies including a large number of global players, and50 Top 500 Chinese companies. Numerous displays of technology, hardware andsoftware were available to inform and educate the visitor, including the latestin robotics, Augmented Reality and Virtual Reality interactive equipment, autonomousvehicles and AI and applications, and more.

Closing Ceremony

The Closing ceremony onMay 18 was a most impressive affair, presented with flair and elan’ by Dr GongKe,Executive President, Chinese Institute of New GenerationArtificial Intelligence Development Strategies, Tianjin, as the master ofceremonies. His entrance into the Hall was an amazing display of hightechnology and AI. He sat in a smart car, self-driven through the central aisleof the Hall, with Dr Gong Ke wearing virtual reality navigation system toperceive the path ahead.

The Closing Ceremonyincluded speeches by keynote individuals, such as Michael Mayberry, ChiefTechnology Officer at Intel Corporation who, via video, shared his vision ofthe future and elaborated on the neuro chip under development at Intel, whichhe saw as the foundation of the next generation of architecture for AI. Anotherspeaker was the teenage savant Tanmay Bakshi, a 15 year old AI expert, who gavea memorable interview to Dr Gong KE and elaborated his views of future AIdevelopments.

Other speakers summarisedpolicies and reports, gave out the results of the competitions and presentedawards.

Deliverables of theCongress were recorded, in terms of Agreements signed, initiatives taken,investment programmes of billions of RMBs, agreed; an impressive list of technologyprojects initiated –a remarkable record of achievements over a three dayperiod. The Congress attracted over 1200 international delegates from over 40countries, and several thousand local visitors. The Ceremony ended on a highnote, inviting attendees to come to the 4thWorld IntelligenceCongress to be held in Tianjin next year.

General Comments

An impressive aspect ofthe event was that in addition to the invited guests, the Congress was open tothe public, who could visit the Exhibition and watch the Plenary Forumproceedings through videos piped to open locations in the Exhibition. It washeartening to note that several thousand members of the public took advantageof the opportunity and came to the Exhibition to observethe latest in AI technologies and to observe applications in action; and it wasencouraging to observe that thousands of young people were visiting theExhibition, learning about new AI technologies, robotics, automation, virtualreality and more.

Participation of studentsin competitions and presentations was inspirational. The presence of world-leading experts added lustre to the event and was a clear recognition of thehigh regard that thought leaders have for the advances and developments ofAI in China,

The event was mostprofessionally organised, covering every aspect of Al and its applications. Theavailability of translations in real time was most helpful, and thepresentation sessions well complemented the Exhibition. In future it may beworthwhile considering some tutorial or training sessions where novices couldlearn from the experts.

李洪忠书记在讲话中表示,天津将迎来新的智慧时代,寻求创建新的基于智能的经济,加快建设“智能天津”,促进与其他国家的合作–为后面的大会如何进行创造局面。

来自世界各地代表了企业,政府和学术界的政要和国际权威机构通过简短发言对这些讲话进行了补充。

大会主题

大会的重点是“智能新时代,进步,规划和机遇”,它清楚地体现了政府,工业界和学术界对概念,技术,系统和产品的创新发展的三重螺旋关系。

我的演说

我对我与www.ics.ai合作开发了“为大学和地方政府提供的人工智能解决方案”进行了演说。该演说被纳入“共享开放,融合和创新的大数据生态系统”高峰论坛,其中涵盖了工业界,学术界和政府发言人讨论的大数据和应用价值链的当前趋势。我很高兴地注意到,在会议结束时,基于好论文,颁发了两个奖项;其中一个获奖者是我的同事,来自天津师范大学的张重博士,他在人群密集的场景中使用人工智能进行人员识别。

中新生态城的智慧城市

学生参加比赛和演讲是鼓舞人心的。世界领先专家的出席为此次活动增添了光彩,并清楚地认识到思想领袖对中国人工智能的进步和发展的高度重视。

该活动被很专业的组织起来,涵盖了Al及其应用的各个方面。实时翻译的可用性是最有帮助的,并且演讲部分对展览是个很好的补充。在将来,一些新手可以向专家学习的教程或培训课程可能是值得考虑的。
